France Visa from Senegal: Key Points
To enter France, a Senegalese national holding an ordinary passport must obtain a visa before departure. Only holders of a Senegalese diplomatic passport are exempt from the short-stay visa requirement.
In Senegal, applications are not submitted directly to the consulate. The French Consulate General in Dakar remains the sole authority entitled to make decisions, but it is the VFS Global Dakar centre that receives applications, collects biometric data and returns passports. The centre is located at avenue Cheikh Anta Diop, Km 8 route de Ouakam, immeuble Atryum.
The most requested visa is the Schengen short-stay visa (type C), used for tourism, family visits or professional trips of less than 90 days. Students follow a different process: as Senegal is a country covered by the Études en France procedure, they must first go through the Campus France platform before submitting their long-stay visa application.
All visas issued by France are biometric: the photo and fingerprints are collected at the VFS centre. Children under 12 are exempt from fingerprinting, but their presence is still mandatory for the biometric photo.
Appointments are made exclusively online through the VFS Global module. Slots fill up quickly, especially before summer and the end-of-year holidays: it is best to plan ahead. In Senegal, France also represents four Schengen partners (Finland, Estonia, Iceland, Slovenia) and processes applications from residents of Gambia and Guinea-Bissau for certain destinations.
Types of Visa
Short-Stay Visa (Schengen, type C)
It covers stays of a maximum of 90 days over any 180-day period and is valid for France as well as for the entire Schengen area. This is the visa for tourism, family visits, trade fairs and short missions.
Long-Stay Visa (type D)
Mandatory for any stay exceeding 90 days: settlement, work, long-term studies or family reunification. It often serves as a residence permit (VLS-TS) and must be validated online after arriving in France.
Student Visa
For a course of more than three months, the application must go through Campus France before the visa is submitted. The student visa benefits from a reduced fee of 50 euros.
Work Visa
It is issued upon presentation of a work permit obtained by the employer in France. It is most often a one-year VLS-TS “employee” visa, renewable.
Family Reunification
It concerns spouses and children joining a French national or a foreign national legally residing in France, subject to income and housing conditions.
Procedures and Documents
Step 1: Complete the France-Visas Form
The application is created online at france-visas.gouv.fr. The form generates a certificate to be printed and signed. The application number is then used to book an appointment.
Step 2: Book an Appointment at VFS Global
The appointment is booked through the VFS Global online module (visa.vfsglobal.com), or by phone at (+221) 33 860 60 06 if needed. The confirmation letter must be printed and presented on the day of submission. The VFS service fee (15 000 FCFA) is paid online at the time of booking.
Step 3: Gather the Documents
- Valid passport for at least 3 months after the end of the visa, issued less than 10 years ago, with 2 blank pages.
- Printed and signed France-Visas certificate.
- Two recent identity photos compliant with ICAO standards.
- Travel insurance covering medical and repatriation costs of at least 30 000 euros.
- Proof of accommodation: hotel booking, accommodation certificate (30 euros) or rental contract.
- Proof of financial means: bank statements, pay slips.
- Round-trip ticket or transport booking.
- Proof of ties to Senegal: employment, family, assets.
The accommodation certificate is requested by the host in France from their local town hall, before the application is submitted. Regarding financial means, France uses as a reference approximately 65 euros per day with a hotel booking, 32.50 euros per day with an accommodation certificate, and 120 euros per day without proof of accommodation.
Step 4: Submit the Application and Provide Fingerprints
Attendance is personal. The applicant submits their organised file, pays the visa fee and service charges, and then has their fingerprints and photo taken. Fingerprints remain valid for 59 months for subsequent applications. An incomplete file may be submitted after signing a document listing the missing items, but this situation weakens the application.
Step 5: Track and Collect the Passport
Tracking is done through the France-Visas account, under the “My applications” section. The passport is collected in person at the VFS centre, or by post as an option. Optional paid services (Premium space, postal delivery, SMS notifications) are offered, but they are never mandatory and do not speed up the processing of the application.
Special Case for Students: Campus France
Before applying for the visa, the student must create a file on the Études en France platform, pay the Campus France application fee (85 000 FCFA) and, if required, attend an academic interview. The visa application is only submitted after the file has been validated. The student must demonstrate sufficient financial means, with a reference of approximately 615 euros per month. After obtaining the visa, the VLS-TS must be validated online within three months of arriving in France, with payment of a fee of 50 euros for students.
Processing Times and Costs 2026
Application fees are set by French regulations and have been in effect since 11 June 2024 for short stays. They are never refunded, even in the event of a refusal. In addition, VFS Global service fees of 15 000 FCFA per application apply.
| Visa type | Application fee | Indicative processing time | Validity |
|---|---|---|---|
| Schengen short stay (adult) | 90 € | 15 days on average | 90 days / 180 |
| Short stay (child aged 6-11) | 45 € | 15 days on average | 90 days / 180 |
| Long stay (general) | 99 € | 1 month minimum | Depending on purpose |
| Long stay student (Campus France) | 50 € | 1 month minimum | Duration of studies |
| Adopted child | 15 € | Variable | Variable |
On top of these amounts, VFS Global service fees of 15 000 FCFA per application apply. Visa fees are payable in FCFA at the consular exchange rate in effect on the day of submission. As an indication, 90 euros corresponds to approximately 59 000 FCFA.
Additional costs include: travel insurance (often 15 to 40 euros for two weeks), identity photos and any document translation fees. Visas issued to service or diplomatic passport holders in the course of their duties are free of charge.
Regarding processing times, the French Consulate General in Dakar indicates an average of 15 days for a short stay and 1 month for a long stay. The ministry sets a legal minimum of 5 working days for a short stay and 15 days for a long stay in mainland France. During peak season, processing can exceed 45 days, particularly when civil status document verification is required.
Most Common Reasons for Refusal
The Schengen visa refusal rate is high in Senegal: it has been estimated at 51.9 % by the local press. Refusals are almost always based on the same grounds.
- Insufficient or missing supporting documents: accommodation, financial means or insurance missing or incomplete.
- Risk of non-return not addressed: ties to Senegal (stable employment, family, assets) are not demonstrated. This is the most common reason.
- Unclear purpose and conditions of stay: inconsistency between the stated purpose and the documents provided.
- Doubtful or forged documents: any falsified document results in a refusal and may jeopardise future applications.
Submitting a complete file does not guarantee the visa, but an incomplete file almost certainly jeopardises it. Consistency between the stated purpose, financial means and accommodation remains the best safeguard. In the event of a refusal, a mandatory preliminary administrative appeal (Rapo) may be lodged with the deputy director for visas within 30 days, before any appeal to the administrative court of Nantes.
Frequently Asked Questions
How far in advance should I submit my application?
Applications can be submitted up to 6 months before departure. The consulate recommends booking an appointment at least 15 days before departure for a short stay, and 1 month before for a long stay. In practice, it is better to plan further ahead during peak season.
Are fees refunded if the visa is refused?
No. Visa fees and VFS service fees are not refunded in the event of a refusal. Service fees are only refundable if the applicant withdraws their application before biometric collection.
Can fingerprints already taken elsewhere be reused?
Yes. Biometric data collected for a previous Schengen visa remain valid for 59 months. If they are still in the system, a new collection is not required.
