Algeria remains one of the most closed and tightly controlled banking markets in Africa. For a member of the Algerian diaspora living in France, Canada or Belgium, opening an account from abroad is legally possible, but the process is fraught with real constraints: non-convertible Algerian dinar (DZD), strict exchange controls, a massive gap between the official rate and the parallel market, and still only partial digitalization. This guide relies exclusively on public data — Banque d’Algérie, the Official Gazette, banks’ annual reports — to separate fact from fiction.
Public banks vs private banks: a landscape dominated by the State
As of 2 January 2025, Algeria has 20 licensed banks and financial institutions, according to the decision published in the Official Gazette by the Banque d’Algérie. Seven banks have public capital: BEA (Banque Extérieure d’Algérie), BNA (Banque Nationale d’Algérie), CPA (Crédit Populaire d’Algérie), BADR (Banque de l’Agriculture et du Développement Rural), BDL, CNEP-Banque and BNH. Thirteen banks have foreign capital, including 3 subsidiaries 100 % owned by French groups — Société Générale Algérie, BNP Paribas El Djazaïr and Natixis Algérie. No private bank with Algerian capital appears on the list: domestic private banking capital is virtually non-existent.

Public banks overwhelmingly dominate the branch network and deposit collection. For example, BNA claimed 236 branches at end-2023, and continued its expansion in the South (branches in Adrar and In Salah inaugurated in late 2025). For the diaspora, the practical choice is concentrated on 3 historic public institutions.
| Bank | Capital | Specialty | Foreign currency account | Network |
|---|---|---|---|---|
| BEA | Public | Foreign trade, international operations | Yes (EUR, USD…) | Present in all wilayas |
| BNA | Public | General network, Islamic finance, Visa cards | Yes | 236 branches (end-2023) |
| CPA | Public | Retail customers, SMEs | Yes | Dense national network |
| BADR | Public | Agriculture and rural development | Yes | National network |
| Société Générale Algérie | Foreign (France) | Universal bank, international Visa card | Yes (linked to a DZD account) | Concentrated in urban areas |
| BNP Paribas El Djazaïr | Foreign (France) | Universal bank | Yes | Concentrated in urban areas |
Opening an account from abroad: the reality of the process
There is no 100 % online process in 2026 for opening a bank account in Algeria from abroad. The final signature and card handover are generally done in branch; some banks do however accept a power of attorney or postal submission for non-residents. The documents commonly required from a non-resident are:
- a legalized extract of birth certificate;
- a legalized copy of the identity document (passport) and, where applicable, the consular registration card;
- proof of address (in Algeria or abroad depending on the bank);
- a certificate of employment or proof of income;
- an initial deposit, of the order of 10 000 DZD for a dinar account, and 50 to 100 € (or more depending on the bank) for a foreign currency account.
The observed account opening timeframe ranges from a few days to 3 weeks depending on the branch and the completeness of the file. As procedures can differ from one branch to another, even within the same bank, it is advisable to contact the target branch beforehand.
The foreign currency account: the key tool, and its limits
Regulation no. 91-02 of the Banque d’Algérie (20 February 1991), supplemented by regulation no. 07-01 of 3 February 2007 on current transactions with foreign countries and foreign currency accounts, authorizes resident and non-resident individuals to open a foreign currency account with Algerian banks. This is the diaspora’s strategic tool: it allows funds in euros or dollars to be received and held without immediate conversion into dinars. The account operates exclusively in credit and can be funded by international wire transfer, deposits of foreign banknotes or transfers from another foreign currency account.
3 limitations should be known before transferring:
- the foreign currency account is generally not interest-bearing (rate close to 0 %);
- any withdrawal in Algeria is converted into dinars at the Banque d’Algérie’s official rate — there is no over-the-counter withdrawal in euros for individuals;
- cash withdrawals are capped: regulation no. 24-05 sets the maximum export of foreign currency in cash at 7 500 € per calendar year, beyond which authorization from the Banque d’Algérie is required.
The CEDAC account (Compte Étranger en Dinars Algériens Convertibles), often cited, must not be confused with a foreign currency account: its balance is held in dinars, and it is intended primarily for persons of foreign nationality. For an Algerian non-resident, the most coherent combination remains a dinar account (local expenses, CIB card) plus a foreign currency account (euro reserve).
Restrictions and exchange controls: the part nobody wants to look at
The Algerian dinar is not freely convertible. Exchange controls, exercised by the Banque d’Algérie on the basis of the law on money and credit and regulation no. 07-01, govern all flows to and from abroad. In practice, a resident cannot receive euros into an ordinary account: any incoming transfer is converted into dinars at the official rate. The export of dinar banknotes outside the territory is prohibited.
Article 207 of the 2025 Finance Law tightened the use of cash: since 2025, real estate transactions (built and unbuilt), vehicle and equipment sales by dealers, the purchase of yachts and pleasure boats, as well as compulsory insurance policies must be settled by means other than cash, through banking channels. A circular from the Chambre nationale des notaires (April 2025) instructed notaries to refuse any deed paid in cash. This measure aims to bring back into official channels a share of the money supply that currently escapes them: according to the Banque d’Algérie, 8 273 billion dinars were circulating outside the banking system in 2023, out of a money supply of 24 330 billion dinars, representing approximately one third.
The 2026 Finance Law, for its part, strengthened traceability for the diaspora. Article 129, which amends article 72 of the 2016 Finance Law, now requires “any traveler” to declare to customs, both on entry and exit, any sum exceeding 1 000 € or its equivalent in foreign currency. Most importantly, the non-resident traveler must present, on departure, proof of the currency exchange transactions carried out during their stay in Algeria. An exchange conducted on the informal market provides no banking proof — and exposes the person to sanctions.
Finally, the foreign currency allowance for residents remains symbolic: instruction no. 05-2025 of the Banque d’Algérie (17 July 2025) caps the travel foreign currency entitlement at 750 € per adult per twelve-month period.
Official rate vs parallel market: the gap that distorts every calculation
| Reference | 1 EUR (selling) | 1 USD (selling) |
|---|---|---|
| Banque d’Algérie (official rate, summer 2026) | ≈ 155 DZD | ≈ 133 DZD |
| Parallel market (Square Port-Saïd, Alger) | ≈ 275 to 280 DZD | ≈ 237 DZD |
The gap exceeds 120 dinars per euro, representing a difference of more than 80 %. In practice, exchanging 1 000 € at a bank counter yields approximately 155 000 DZD, compared with approximately 275 000 DZD on the parallel market. This distortion largely explains why part of the diaspora bypasses the official circuit — an illegal circumvention on both sides, with no recourse in the event of fraud, and liable to prosecution.
Electronic payment: a rapidly accelerating development
Electronic payment is progressing rapidly, but from a very low base. According to GIE Monétique, the total value of electronic payments (POS terminals, internet, mobile) reached 939 billion dinars in 2025, up 46 % year-on-year. The value of internet payments surged by 179 % to reach 145 billion dinars, with more than 27 million transactions, and the number of integrated web merchants stood at 644 at end-2025. The CIB interbank card remains, however, a domestic card, valid only in Algeria: it does not work abroad, and there is no standard international debit card at public banks. International cards (Visa, Mastercard) remain rare and often reserved for specific profiles, generally through subsidiaries of foreign banks. There is no mobile money in the manner of Wave or Orange Money, and PayPal does not operate in Algeria.
Pitfalls to avoid
- Do not confuse a foreign currency account with a CEDAC: the former preserves your euros, the latter is a dinar account for specific use, primarily intended for foreigners.
- Do not rely on the parallel rate to justify a transaction: only the banking circuit provides the supporting documents now required when leaving the territory.
- Do not convert all your savings into dinars: as the dinar is not freely reconvertible, once the conversion is made, repatriation abroad becomes problematic again.
- Do not underestimate the exchange gap: the bank applies a distinct buying or selling rate, to which commissions and correspondent bank fees are added.
- Beware of informal channels (hawala, “achab”): no guarantee, risk of fraud and criminal exposure on both sides of the Mediterranean.
FAQ
Can an Algerian diaspora member open an account 100 % online?
No. In 2026, no Algerian bank allows a fully remote account opening. The signature and card handover take place in branch; some banks accept a power of attorney or postal submission, but a physical presence or a representative remains necessary.
Is a foreign currency account or a dinar account needed?
Both, depending on the use. The dinar account is used for local expenses (CIB card, bills, withdrawals), while the foreign currency account keeps your euros or dollars without conversion and allows you to receive transfers from abroad. Several banks require both to be opened simultaneously.
Can the parallel market rate be used legally?
No. The parallel market is illegal and provides no banking documentation. Since the 2026 Finance Law, a non-resident traveler must present, on leaving the territory, proof of the currency exchange transactions carried out in Algeria; an informal exchange exposes the person to sanctions and offers no recourse.
