Côte d’Ivoire, the leading mobile money market in UEMOA
Côte d’Ivoire has become the leading electronic money market in the West African Economic and Monetary Union (UEMOA). According to the BCEAO, mobile money transactions reached 55,700 billion CFA francs in 2024, representing 33.3% of the total value recorded across the eight countries of the Union. The country had nearly 100 million electronic money accounts opened in 2024, approximately 40% of the regional total.
The telecoms regulator ARTCI confirms this dynamic: more than 26 million mobile money subscriptions were active at the end of 2024, distributed between Orange Money (approximately 13.8 million), MTN MoMo (approximately 8.5 million) and Moov Money (approximately 2.9 million). Wave, the Senegalese fintech that arrived in 2020, disrupted the pricing structure by imposing transfer fees of 1%, pushing established operators to align from 2021 onwards. The reference currency is the CFA franc (XOF), pegged to the euro at a fixed rate.
The four mobile money operators
Wave: the cheapest for transfers
Wave applies a simple rate: 1% per transfer, deposit and withdrawal free of charge, bill payment at no cost. With an identified profile (KYC 2), the transaction limit is set at 2,000,000 FCFA and the monthly cumulative limit at 10,000,000 FCFA. Without full identification (KYC 1), the monthly limit drops to 200,000 FCFA, in accordance with the BCEAO instruction. Customer service can be reached at 1315.
Orange Money: the densest network
Orange Money leads in number of accounts and withdrawal points (approximately 40,000 kiosks). There are three profiles: the Lite account (unidentified, capped at 200,000 FCFA in balance and monthly transactions), the Full account (identified at a branch, maximum balance of 2,000,000 FCFA and 10,000,000 FCFA in monthly transactions) and the Youth account. Withdrawal fees are tiered: from 100 FCFA for a withdrawal of 100 to 2,500 FCFA, up to 1,500 FCFA for 50,001 to 200,000 FCFA. A VISA card linked to the account costs 8,000 FCFA.
MTN MoMo: free deposit and withdrawal since 2025
On the occasion of its 20th anniversary, MTN Côte d’Ivoire announced in August 2025 the suspension of deposit and withdrawal fees (0%) via the MoMo application. Money transfers remain charged at 1%, capped at 4,500 FCFA per transaction; receiving is free. MTN’s general terms and conditions set the top-up and transfer limit at 2,000,000 FCFA for an identified customer, and 200,000 FCFA per month for an unidentified subscriber.
Moov Money: the competitive alternative
Moov Money (licensed electronic money institution EME.CI.013/2019) offers a tiered withdrawal schedule: from 50 FCFA (500 to 2,500 FCFA) to 2,500 FCFA (250,001 to 500,000 FCFA). Opening is free, but the account remains capped at 200,000 FCFA per month until authentication and the first deposit are finalised at a Moov Money outlet. The menu is accessed via the code *155#.

The main Ivorian banks
The Ivorian banking sector concentrates 33.7% of UEMOA’s banking assets. The main institutions useful to the diaspora are:
- Ecobank Côte d’Ivoire, a subsidiary of the pan-African Ecobank group (33 countries, 29 million customers). Its “Diaspora” account and its Rapidtransfer International service connect 15 European countries (including France) to 33 African countries, with payment possible into a bank account, mobile money or in cash. The Xpress account can be opened in a few minutes via the app, with no high initial deposit.
- SIB (Société Ivoirienne de Banque), a subsidiary of the Attijariwafa bank group, present since 1962 with 66 branches. Its “Ivoiriens sans frontières” offer allows a current account to be opened in Côte d’Ivoire from France, via an Attijariwafa bank Europe branch. The initial deposit for a current account is 25,000 FCFA.
- BNI (Banque Nationale d’Investissement), one of the five largest banks in the country (≈2,300 billion FCFA in assets). Its current account requires a minimum salary of 100,000 FCFA but no initial payment.
- BOA (Bank of Africa Côte d’Ivoire), with an “Ivoiriens du monde” offer and a BOA-France partnership. The non-resident account is opened for 2 renewable years, on condition that proof of residence in France is provided again before the expiry date.
Opening an account from France: the process
Remote opening is in practice reserved for Ivorian nationals. A French national generally needs to visit a branch in Côte d’Ivoire in person. For the Ivorian diaspora, three options exist:
- SIB via Attijariwafa bank Europe: visit a partner branch in France with a valid identity document (Ivorian national ID or passport + French residence permit), 3 passport photos, proof of address less than 3 months old and proof of income.
- BOA: non-resident account opened via the “Ivoiriens du monde” platform, with identity document, foreign residence permit, proof of address and proof of residence in France.
- Ecobank: Diaspora account with identity document certified by an authorised authority (notary, embassy), certified proof of address, 2 passport photos and a payslip.
Supporting documents most often need to be certified as true copies by a notary, the Embassy of Côte d’Ivoire or the bank. If opening an account remotely is not possible, mobile money remains the immediate solution: a contact in Côte d’Ivoire can receive funds into a Wave, Orange Money, MTN MoMo or Moov Money wallet, then withdraw cash at a point of sale.
Fees and transfers from France
To send money from France, fees vary depending on the channel. Orange Money Europe charges 1.99 € for a transfer of 100 € or less and 2.99 € beyond that, with withdrawal possible at more than 40,000 Orange Money points and the MTN MoMo and Moov Money networks. Fintechs like Wave charge 1% on the amount sent. For comparison, traditional banks frequently add an exchange rate margin, whereas the fixed euro–FCFA parity (1 € = 655.957 XOF) makes the rate predictable.
Risks and precautions
- Regulatory limits: an unidentified account is limited to 200,000 FCFA per month; identification (KYC 2) is essential to exceed this threshold.
- Electronic money ≠ bank deposit: mobile money holdings do not earn interest and do not benefit from bank deposit guarantees; it is advisable not to store large sums in them on a long-term basis.
- Non-resident account with a time limit: at BOA, it is valid for 2 renewable years; without updated proof, the bank may close the account.
- Fraud and phishing: never share your PIN, verify the recipient’s name before confirming and use official channels only.
- Taxation: operators are subject to a specific tax of 7.2% on their commissions, borne by the operator and not passed on directly to the customer.
