Abuja has been Nigeria’s capital since 1991, but it was as early as 1982 that the first official decrees laid the groundwork for this historic transfer. Lagos, although still the continent’s foremost economic and cultural metropolis, relinquished its status as political capital more than thirty years ago. Understanding this distinction — and its precise origins — is essential to grasp the governance and geography of the African giant.
“`Nigeria’s capital is Abuja — not Lagos, despite common misconceptions. This capital transfer was officially formalized in 1991, but its legal foundations date back to the 1982 decrees. While Lagos remains the country’s economic metropolis, it is Abuja that houses the presidency, the National Assembly and federal diplomacy. An essential distinction for understanding Nigeria today.

Direct answer: Nigeria’s capital is Abuja. Lagos was the former capital before 1991, but it remains the economic capital and largest city in the country. Abuja is the political and administrative capital.
What is the capital of Nigeria? Abuja, not Lagos
The short answer is simple: Abuja is Nigeria’s political capital. This is where the federal institutions, the presidency, the National Assembly and a large part of the administrative apparatus are located.
What is the capital of Nigeria: Abuja, the political capital
Lagos long concentrated power, commerce, port, media and finance. But its density, its coastal position and regional balances pushed the country to create a more central capital. Abuja was chosen to embody a federal centre less tied to any single region.
Why Lagos is no longer the capital
| City | Main role | Key point |
|---|---|---|
| Abuja | political capital | seats of federal power and diplomacy |
| Lagos | economic capital | port, finance, culture, tech and commerce |
For the detailed comparison between the two cities, read Abuja or Lagos: what is the capital of Nigeria?.
Abuja and Lagos play two different roles
Understanding Nigeria requires separating political power from economic power. Abuja decides; Lagos drives a large part of private activity. The two cities therefore tell two faces of the same country.
Why the question comes up so often
Sources used: Nigerian institutional data, public documentation on the capital transfer, and economic context in the Africa GDP ranking 2026.
The key takeaway
The confusion is understandable: Lagos is better known, more populous and more visible in the global economy. When thinking about Nigeria from the outside, people often think of Lagos before Abuja. But a capital is not necessarily the largest or wealthiest city.
The Nigerian case resembles other countries where political power has been separated from the main economic centre. This separation sometimes allows for better territorial balance, even if it does not erase the historical weight of the former capital.
Why this distinction matters
Abuja is Nigeria’s capital; Lagos is its de facto economic capital. This distinction is enough to avoid most misreadings of the country.
Why Abuja is the political capital
The confusion stems from the fact that both cities play distinct but complementary roles in Nigeria. Abuja is the official and political capital, Lagos is the de facto economic capital.
| Criterion | Abuja | Lagos |
|---|---|---|
| Status | Official capital | Former capital |
| Role | Political, diplomatic, institutional | Economic, financial, cultural |
| Estimated population | ~4 million | ~25 million |
| Seats | Presidency, Parliament, ministries | Port, banks, startups, media |
| Capital transfer | 1991 (from Lagos) | — |
Why Lagos retains its economic weight
Abuja was chosen to embody a neutral federal centre, more geographically central, less associated with any single region or ethnic group. This is where all federal institutions sit: the National Assembly, the Supreme Court, embassies and the presidency.
Abuja or Lagos: what is the true capital of Nigeria
Lagos concentrates the most active seaport in West Africa, the head offices of the main Nigerian banks, the bulk of tech (Yaba Tech Cluster), fashion, music (Afrobeats) and a large share of commerce. For an investor or economic journalist, Lagos often remains the first point of entry into Nigeria.
Nigeria’s capital in summary
Nigeria’s official capital: Abuja. De facto economic capital: Lagos. Confusion between the two cities is common because Lagos remains more visible and better known internationally. But administratively and politically, it is indeed Abuja that has held capital status since 1991.
Since when has Abuja been Nigeria’s capital? The role of the year 1982
The question “Nigeria’s capital since 1982” frequently comes up in searches, and for good reason: it was in 1982 that the Nigerian government officially launched the transfer of federal institutions to Abuja, implementing the Federal Capital Territory Act adopted as early as 1976 under General Murtala Muhammed. This decree established the creation of an autonomous federal territory, distinct from any state, modelled on Washington D.C. in the United States or Brasília in Brazil. However, the effective and complete transfer of powers was only proclaimed in 1991 by General Ibrahim Babangida. It can therefore be summarised as follows: 1976 = political decision, 1982 = start of operational transfer, 1991 = full and official capital status. The confusion between these dates explains why many associate 1982 with the birth of Abuja as a capital.
Why Nigeria’s capital was moved to Abuja?
The choice of Abuja as Nigeria’s new capital was not trivial. Several structural reasons motivated it:
- Ethnic and geographical neutrality: Lagos is historically associated with the Yoruba people of the South-West. Nigeria being a federal state with three major ethnic groups (Hausa-Fulani, Yoruba, Igbo), a central capital, established on the plateau at the centre of the country, reduced tensions.
- Central geographical position: Abuja is located approximately at the geographical centre of the country, making it more accessible from all regions.
- Saturation of Lagos: In the 1970s–1980s, Lagos was already one of the most overpopulated and congested cities in Africa. Moving the government helped relieve urban pressure.
- Blank canvas and modern planning: Building a capital from scratch allowed for envisioning a planned city, with infrastructure suited to administrative and diplomatic needs.
These motivations make Abuja a powerful political symbol: a capital designed to represent all Nigerians, beyond regional divides.
Since what year has Abuja been Nigeria’s capital?
Abuja has officially been Nigeria’s capital since 1991, the year of the complete transfer of federal power. However, the process began as early as 1976 with the creation of the Federal Capital Territory, and the operational transfer was initiated in 1982. This is why one sometimes reads “Nigeria’s capital since 1982”: this date corresponds to the effective beginning of the relocation of institutions, even though the official proclamation dates from 1991.
What is the difference between Abuja and Lagos in Nigeria?
Abuja is Nigeria’s political and administrative capital: this is where the presidency, the National Assembly, federal ministries and embassies are based. Lagos, on the other hand, is the economic and cultural capital: it is the country’s largest city, West Africa’s leading port, and the centre of Nigerian finance, commerce, tech and creative industries. The two cities therefore play complementary but distinct roles.
Why 1982 is a key date in the history of Nigeria’s capital
The question “Nigeria’s capital since 1982” comes up frequently, and for good reason: it was in 1982 that the Nigerian military government issued the first official decrees governing the transfer of the federal capital from Lagos to Abuja. These texts laid the legal foundations for the institutional relocation, even though the effective move of federal administrations was only officially enacted in December 1991, under General Ibrahim Babangida.
Between 1982 and 1991, Abuja was therefore progressively built and developed to host the organs of the federal state. The federal capital territory (FCT, Federal Capital Territory) had itself been delineated as early as 1976, under General Murtala Muhammed, who had initiated the relocation project. It was therefore a long process — nearly fifteen years — that led to Abuja becoming the political capital of Nigeria as we know it today.
Retaining 1982 as the reference date is therefore accurate from a legal standpoint: it is the year of the first formal legal framework, even though 1991 marks the complete operational switchover.
Complete timeline of the capital transfer: from Lagos to Abuja
To fully understand why Nigeria’s capital has been Abuja since 1982 (or 1991 depending on the chosen reference), here are the decisive steps:
- 1976: The military government of General Murtala Muhammed officially decides to create a new federal capital and delineates the FCT (Federal Capital Territory) territory, a geographically central and ethnically neutral zone.
- 1979: The new Nigerian Constitution officially endorses Abuja as the future federal capital.
- 1982: The first federal decrees formalise the legal framework for the transfer and launch major infrastructure works in Abuja.
- 1991: General Ibrahim Babangida decrees the official and effective transfer of the capital. Federal institutions, the presidency and embassies move to Abuja.
- Today: Abuja is Nigeria’s political, administrative and diplomatic capital, while Lagos remains its economic and cultural capital.
This timeline explains why queries around “Nigeria’s capital since 1982” are legitimate: 1982 is indeed the year of the first structuring legal act, even though the transfer was gradually completed through to 1991.
Why is it said that Nigeria’s capital dates from 1982?
In 1982, the Nigerian military government adopted the first federal decrees officially formalising the legal framework for the transfer of the capital from Lagos to Abuja. It is therefore the date of the first formal legal act, even though the effective relocation of federal institutions was only completed in December 1991. Both dates are accurate depending on the chosen reference: 1982 for the legal framework, 1991 for the operational transfer.
Has Abuja been Nigeria’s capital since 1976, 1982 or 1991?
The three dates correspond to different stages: 1976 marks the political decision to create a new capital and the delineation of the FCT (Federal Capital Territory); 1982 corresponds to the first legal decrees governing the transfer; 1991 is the year of the effective and official transfer of federal institutions. Abuja has therefore been capital in legal texts since 1979 (Constitution), legally since 1982 and operationally since 1991.
Nigeria’s capital since 1982: what the founding decrees say
The decision to transfer Nigeria’s capital was not born in 1991: it has its roots in the military decrees of 1982, promulgated under the regime of General Shehu Shagari. These official texts formally designated Abuja as the future federal capital and established the Federal Capital Territory (FCT), a territory administered directly by the federal government, modelled on the District of Columbia in the United States or Brasília in Brazil.
The process unfolded in several stages:
- 1976: official creation of the Federal Capital Territory by decree, under General Murtala Muhammed.
- 1982: decrees specifying the administrative and institutional status of Abuja, marking the beginning of the effective transfer of ministries.
- 12 December 1991: official proclamation of the complete capital transfer, under General Ibrahim Babangida.
If the year 1982 recurs so frequently in searches, it is because it corresponds to the first legal materialisation of the project: it is from this date that Abuja ceased to be a construction site and became, progressively, the centre of Nigerian federal power.
Why Abuja was chosen as capital to replace Lagos
The choice of Abuja was not coincidental. Several structural and political reasons explain why Nigeria decided to build a capital from scratch at the heart of the country:
- Geographical centrality: Abuja is located almost at the geographic centre of Nigeria, facilitating access from all regions — north, south, east and west — and symbolising national unity.
- Ethnic and religious balance: Lagos is historically associated with the Yoruba of the south-west. By choosing a neutral territory, the federal government sought to avoid the symbolic dominance of one ethnic group over the capital.
- Saturation of Lagos: from the 1970s onwards, Lagos suffered from extreme congestion, overstretched infrastructure and uncontrollable demographic growth, making it difficult to efficiently administer a booming federal state.
- Security and planning: an inland capital was considered less vulnerable and easier to develop according to a modern master plan.
Today, Abuja houses the Presidential Villa (Aso Rock), the National Assembly, the Federal Supreme Court, and virtually all foreign embassies in Nigeria. Lagos, meanwhile, still concentrates the Stock Exchange, the headquarters of major companies and the creative industries — two capitals for one country.
Since exactly what year has Abuja been Nigeria’s capital?
Abuja has officially been Nigeria’s capital since 12 December 1991, the date of the formal proclamation of the transfer under General Babangida. However, the legal foundations of this transfer date back to the 1982 decrees, which established Abuja’s institutional status as the future federal capital. This is why the date of 1982 is often cited as the starting point of the process.
What was decided in 1982 regarding Nigeria’s capital?
In 1982, official decrees clarified and reinforced Abuja’s status as the federal capital in the making, by defining the administrative structures of the Federal Capital Territory (FCT) and launching the progressive transfer of ministries and federal institutions from Lagos. These decrees are considered the legal basis for the change of capital, even though the complete transfer was only officially proclaimed in 1991.
