In the bustling alleyways of Maputo, the neon lights of tech cafés shine late into the night. Bright-eyed young people tap away on their laptops between sips of local coffee. Ten years ago, nobody would have imagined that Mozambique would become one of the epicenters of African innovation. And yet, the country is rewriting its future, one line of code at a time.
An unexpected digital renaissance
Long marked by the aftermath of a devastating civil conflict and the challenges of slow development, Mozambique seemed doomed to fall behind. But over the past few years, a silent transformation has been taking place. The country is investing heavily in digital technologies, attracting the attention of African and international investors.

“What we are experiencing here is a renaissance. We have skipped steps to make up for lost time,” says Eunice Matola, founder of the mobile payment start-up MboraPay. “Five years ago, nobody believed in our project. Today, we have more than 200,000 active users.”
According to the Mozambique Communications Regulatory Authority, the mobile internet penetration rate rose from 18% in 2015 to more than 52% in 2023. A spectacular leap, driven by the falling cost of smartphones and the expansion of 4G coverage in rural areas.
Local start-ups disrupting the rules
Maputo, Beira, Nampula… tech hubs are multiplying. Incubators such as Ideario Hub or Orange Corners Mozambique offer young entrepreneurs a space to innovate, network and train. Ideas are flowing: agricultural applications, e-commerce platforms, inclusive fintechs…
“We launched an app that connects artisanal fishermen to urban markets,” explains João Cossa, co-founder of PeskaLink. “Before, they were selling at a loss. Today, they set their own prices and double their income.”
Mozambique is thus establishing itself as a laboratory of social innovation, where technology responds to concrete needs. In 2022, more than 120 start-ups were registered in the country, a historical record according to the Ministry of Economy and Finance.
A government betting on the future
Unlike other African countries where bureaucracy stifles innovation, the Mozambican government has chosen to play an active role. In 2021, it launched the national digital transformation program, endowed with a budget of 200 million dollars over five years.
“We want to make Mozambique a regional hub for technology and digital services,” declared the Minister of Science and Technology, Daniel Nivagara. “This requires education, infrastructure and a favorable legal framework.”
Partnerships with the World Bank, the European Union and giants such as Huawei or Microsoft have made it possible to establish training centers, data centers and even a national artificial intelligence laboratory in Maputo.
A connected and ambitious youth
With a population of which 70% is under 30 years old, Mozambique has an exceptional pool of talent. Young people, often multilingual and self-taught, train online, participate in hackathons and start their own businesses as early as university.
“My dream is to create a search engine in the Changana language,” says Celso Nhantumbo, 22, a computer science student. “Why should we always depend on Google or Facebook? We have our own realities.”
Initiatives such as the Mozambique Innovation Challenge or the Girls in Tech Mozambique program encourage this enthusiasm. In 2023, more than 40% of incubated projects were led by women, a figure showing clear progress compared to 2018.
Persistent challenges, but an irreversible momentum
Not everything is rosy. Access to electricity remains uneven, particularly in the north of the country. Corruption and instability in certain regions still hinder investment. And the education system struggles to keep pace with technological change.
But the momentum now seems too strong to be stopped. “We have understood that innovation is not a luxury. It is a necessity,” affirms Carla Mabjaia, director of the Innovation Centre at Universidade Eduardo Mondlane.
Mozambicans no longer want to wait for the world to change for them. They are changing it themselves, with the means at hand, a Wi-Fi connection and a fierce determination to succeed.
A model for Lusophone Africa and beyond
Mozambique is now inspiring its neighbors. Angola, Guinea-Bissau and Cape Verde are watching this technological rise with great interest. Delegations regularly come to visit Mozambican incubators, in search of partnerships and best practices.
“Mozambique shows that innovation is not reserved for wealthy capitals or English-speaking countries,” notes Pedro Lopes, a Cape Verdean entrepreneur. “It is a powerful message for all of Lusophone Africa.”
What if, tomorrow, the next African unicorns spoke Portuguese and came from Maputo or Pemba?
Mozambique still has much to prove, but one thing is certain: it is no longer looking to the past. It codes, it creates, it moves forward. And what if this long-forgotten land were to become one of the engines of tomorrow’s Africa?
