When a digital degree is worth as much as a parchment: francophone Africa at a crossroads
In Senegal, a young developer obtains a cybersecurity certification issued by a platform based in Dakar. In Mali, a nurse validates a continuing education module online. In Cameroon, an accountant updates his skills via an accredited MOOC. Yet, when these three professionals try to have their qualifications recognized by an employer in another ECOWAS or CEMAC country, the same wall arises: the digital degree is not recognized. In 2026, this reality remains one of the greatest barriers to professional mobility and regional integration in sub-Saharan Africa. But things are moving — and faster than one might think.
The rise of digital certifications on the African continent
Francophone Africa has been experiencing a genuine explosion in online training in recent years. Driven by the gradual improvement of connectivity, the democratization of smartphones and the emergence of local educational platforms such as Jokkolabs Academy, AfriLearning and Orange Digital Center, digital certifications are multiplying at an unprecedented pace.

According to estimates from the AfricEdTech consortium, more than 4.2 million digital certificates were issued in francophone Africa between 2023 and 2025, in fields as varied as computing, project management, community health and agri-food. This figure is expected to double by 2028, driven by national vocational training policies and pan-African initiatives.
Yet this dynamism runs up against a persistent structural reality: the absence of a harmonized cross-border recognition framework for these digital degrees in francophone Africa.
The accreditation problem: Mali, Senegal, Cameroon in the spotlight
National systems that remain siloed
Degree accreditation is, in most francophone African countries, a strictly national prerogative. In Mali, it is the Ministry of Higher Education that manages accreditations through the National Directorate of Higher Education and Scientific Research (DNESRS). In Senegal, the process goes through the Degree Equivalence Commission. In Cameroon, the Ministry of Secondary Education and the Ministry of Higher Education are involved depending on the level targeted.
These administrations, often under-resourced in terms of human and technological capacity, struggle to process applications related to digital certifications, a format they were not designed to assess. The question of degree accreditation in Mali, Senegal and Cameroon is all the more complex because the evaluation criteria differ from one country to another: number of training hours, nature of examinations, accreditation of the issuing body…
The risks of unregulated certification
The absence of a clear regulatory framework also opens the door to abuses. Unscrupulous organizations take advantage of the legal vacuum to sell certifications with no real value, increasing the distrust of employers and administrations towards digital degrees. In 2026, several francophone African states initiated legal proceedings against fraudulent platforms operating from abroad — a strong signal that regulation is now a political priority.
Blockchain in the service of degree recognition
A technology in the service of trust
It is in this context that blockchain certification in Africa for vocational training is emerging with force. By recording the data of a degree on a decentralized and tamper-proof ledger, blockchain technology offers a concrete response to the problems of authenticity and traceability of digital certifications.
Pioneering initiatives such as Accredify Africa, launched in partnership with the African Union in 2024, or the EduChain Francophone project led by a consortium of universities in Abidjan, Dakar and Yaoundé, now allow an employer to verify the authenticity of a degree in a matter of seconds, from any country on the continent.
The principle is simple: each certificate is assigned a unique identifier recorded on the blockchain. Employers, institutions and administrations can scan a QR code or enter a certificate number to instantly access verified information: the holder’s identity, issuing body, date of issue, and training content.
The limits of blockchain without a legal framework
While the technology is promising, it does not on its own resolve the legal question. A blockchain certification only has legal value if the issuing body is itself recognized by the competent authorities. This is why experts call for a dual approach: technological modernization AND regional regulatory harmonization.
Towards cross-border recognition: the ongoing efforts in 2026
UEMOA and CEMAC as levers for integration
In 2026, two major institutional dynamics are at work. Within UEMOA (West African Economic and Monetary Union), a regional vocational qualifications framework project — inspired by the European EQF model — is being finalized. It aims to establish a common level grid enabling the comparison and mutual recognition of certifications, whether digital or traditional.
On the CEMAC side, a specialized working group on the digital transformation of education submitted its recommendations in January 2026, recommending in particular the creation of a regional register of accredited training organizations, accessible online and updated in real time.
The role of the National Employment Promotion Agency (ANPE) and its equivalents
In several countries, national employment agencies are also beginning to play an active role in recognizing digital certifications for employability purposes. In Senegal, the ANPEJ (National Agency for the Promotion of Youth Employment) has integrated since 2025 a list of recognized digital certifications into its skills framework, facilitating access to job offers for holders of these qualifications.
Employability of digital degrees: what African employers say
The question of the employability of digital degrees in sub-Saharan Africa is at the heart of recruiters’ concerns. According to a survey conducted by Deloitte Africa in 2025 among 350 companies operating in the francophone zone, 67% of HR directors surveyed say they take digital certifications into account in their recruitment processes, compared to only 38% in 2021.
But this evolution conceals significant disparities:
- Large companies and multinationals are much more open to digital certifications, particularly those issued by recognized international players (Google, Microsoft, Coursera, etc.).
- Local SMEs remain predominantly attached to traditional degrees issued by public universities.
- The public sector is the most conservative: in most francophone states, civil service examinations still require duly legalized physical degrees.
This gap between the dynamism of the private sector and the rigidity of the public sector is one of the main obstacles to the full recognition of digital certifications in the African labor market.
Recommendations for a coherent digital certification policy
For digital degrees to fully play their role in skills development and regional integration, several measures are required:
- Create a regional qualifications framework common to the UEMOA-CEMAC area, modeled on the European Qualifications Framework.
- Require prior accreditation of training organizations issuing digital certifications, through a harmonized and transparent procedure.
- Adopt blockchain as the technical standard for issuing and verifying degrees at the regional level.
- Raise awareness among public and private employers about the value of digital certifications, through communication campaigns and partnerships with chambers of commerce.
- Integrate recognized digital certifications into civil service examinations, on the same basis as traditional degrees.
FAQ — Digital certifications and degrees in francophone Africa
Is a digital degree obtained online officially recognized in francophone Africa?
It depends on the country and the issuing body. In 2026, official recognition remains uneven across states. In Senegal and Cameroon, some digital certifications are integrated into national skills frameworks, but formal accreditation with the competent ministries is often still necessary to access public service examinations.
Does blockchain guarantee the legal value of a digital degree?
No, not automatically. Blockchain guarantees the authenticity and tamper-proof nature of the document, but legal value depends on the recognition of the issuing body by the competent national or regional authorities. Both dimensions — technical and regulatory — must go hand in hand.
How can I have my digital degree recognized in another francophone African country?
Currently, the procedure varies by country. It is advisable to: (1) contact the degree equivalence commission in the target country, (2) provide an official attestation from the issuing body, (3) rely on existing bilateral agreements between UEMOA or CEMAC member states. The adoption of the future regional qualifications framework will considerably simplify this process.
Do African employers trust digital certifications?
Increasingly so, especially in the private sector and internationally oriented companies. Trust increases when the certification comes from a well-known, verifiable and accredited body. Certifications issued via blockchain tend to reassure recruiters more, as they are instantly verifiable.
What are the best digital certifications recognized in sub-Saharan Africa in 2026?
Among the most valued are certifications issued by Google (Digital Skills for Africa), Microsoft (Azure, Office 365), Cisco (CCNA), as well as pan-African players such as AfriLearning, Orange Digital Center or certifications from African virtual universities (UVA). Certifications in cybersecurity, data science, project management and digital entrepreneurship are particularly sought after by employers.
