Accessing a diploma-level training program without bearing most of the cost: that is what the Fonds de Financement de la Formation professionnelle et technique (3FPT) is offering with the launch, this Thursday, of a new online enrollment campaign for the allocation of 5,000 Initial Training Vouchers (BFI) for the 2026-2027 academic year.
A direct financing mechanism aimed at young people
The scheme is based on a simple principle: the 3FPT covers 90% of the training cost, leaving the beneficiary with only a symbolic contribution. Eligible training programs lead to recognized qualifications, last between one and three years, and are exclusively aimed at young Senegalese citizens. The enrollment process is entirely paperless, reflecting a desire to broaden geographical access beyond Dakar — provided, however, that the digital divide does not itself become a barrier to exclusion.

According to the 3FPT, the goal pursued is twofold: to strengthen young people’s qualifications and improve their integration into the labor market. These two ambitions, frequently invoked in African vocational training policies, regularly run up against a structural stumbling block: the mismatch between funded training programs and the real needs of the economy.
A challenge that goes beyond the question of financing alone
Vocational training remains one of the most complex development challenges in Senegal, as in many sub-Saharan African countries. Financing access — however substantial at 90% coverage — does not mechanically resolve the question of employability at the end of the program. The APS press release does not specify which sectors are concerned, which institutions are authorized to enroll scholarship recipients, or by what criteria applications will be selected from among potential candidates.
These grey areas are significant. An offering of 5,000 places in a country where the number of young people who are neither employed nor in training is considerable represents a partial response, even if it is not negligible. The question of post-training follow-up — internships, integration support, links with businesses — is also absent from the scheme as described.
What will need to be monitored
The 3FPT initiative is part of a broader trend toward using voucher mechanisms to finance training, an approach that has been tested in several African countries with mixed results depending on the quality of the training providers involved. The credibility of the scheme will depend largely on the transparency of the selection process, the quality of the partner institutions, and, ultimately, the actual rate of integration of beneficiaries into formal employment or entrepreneurship.
The launch of the online enrollment campaign is the first concrete step. What follows — selection results, sectoral breakdown of the 5,000 vouchers, integration outcomes for previous cohorts — remains to be documented.
